The 2018-2019 Hubert H. Humphrey Fellowship
The Public Affairs Section of the U.S. Embassy in Ulaanbaatar is now accepting applications for the 2018-2019 Hubert H. Humphrey Fellowship Program. This is a one-year, non-degree professional exchange program. It provides approximately a year of study and related professional experience in the U.S. to mid-career professionals working in the public service fields listed below, in either the public or private sector.
Applicants can submit applications in two categories as Regular Humphrey program or Long Term English Required program. Regular Humphrey program applicants shall hold a minimum TOEFL score of 520/72 and Long Term English Required Applicants shall have a TOEFL score of 470/52. Long Term English Required candidates shall meet all other requirements set by the program except the lower TOEFL score. Those winning the grant under this category will be required to attend Academic English Language training prior to start of the academic program in the United States.

To qualify, applicants must:
- Be a Mongolian citizen, currently living in Mongolia;
- Hold a university degree (at least B.A. or equivalent);
- Have a minimum of five years of continuous and substantial professional experience in Mongolia immediately preceding the application;
- Demonstrated leadership qualities and a record of public service; and
- Hold a valid English test score:
- IBT 72 or higher (Regular Humphrey applicants);
- IBT 52-71 (Long Term English required applicants).
A complete application will include:

Attach a passport sized photo (3x4) taken in the last six months
References: Letters of recommendation from two professionals who can attest to your academic and professional abilities;
Recommendation letters must be in English or provide English translation by an authorized translation service along with the original letter in Mongolian.
Reference letters should have the full name, title and contact information of the reference provider and should be signed by the reference provider. The letters should not be emailed or mailed to the embassy separately.
Essay: 1-2 pages long essay in English that addresses:
*Diploma and transcript must be in English or provide English translation by an authorized translation service along with the originals in Mongolian.
- Why you wish to study in the United States, and
- What you would like to do after completing that study.

Letters of employment indicating employment of minimum of five years of continuous and substantial professional experience in Mongolia immediately preceding the application; and
Certified copy of TOEFL official score report bearing your photo.
